Modular Homes in Focus: What Budget 2027 Means for Homeowners

Modular homes and garden rooms offer new ways to adapt the property you already have, and recent changes to Ireland’s planning regulations, alongside measures announced in Budget 2027, have put these options firmly in the spotlight.
For many Irish homeowners, moving to a bigger property is no longer the only answer when their needs change. Adult children are staying at home for longer, working from home has changed how rooms are used, and families are looking for practical ways to accommodate different generations. Increasingly, attention is turning to an area with considerable potential – the back garden.
New Opportunities for Modular Homes in Ireland
One of the most significant changes for homeowners came into effect on 27 July 2026. Under the new planning regulations, qualifying homeowners can construct a detached auxiliary dwelling of between 32 sq m and 45 sq m in the rear garden of their principal home without applying for planning permission, provided it meets the conditions of the exemption. Designed for everyday living, these modular homes offer families a practical way to create additional accommodation at home.
A modular home could provide independent accommodation for an adult child saving for a home of their own or an older family member who would benefit from living close by. It could also offer an alternative for homeowners who might otherwise have considered an extension or house move.
The new exemption is subject to specific criteria, so homeowners should check the requirements and seek appropriate advice when considering a project.

A New Way to Think About the Back Garden
The changes come at a time when many households are reassessing how they use the property they already have. Modular design has developed considerably, with compact layouts that can incorporate kitchens, bathrooms, bedrooms, living areas and storage into relatively small footprints.
Rather than simply adding another room to the main house, a separate modular dwelling can provide privacy and independence while remaining conveniently close to home. For homeowners with suitable garden space, that makes the area beyond the back door worth looking at in an entirely new way.
Garden Rooms Can Now Be Bigger Too
There has also been a useful change for homeowners considering a garden room, home office, studio, gym or hobby space. The exempted-development limit for certain non-habitable garden structures has increased from 25 sq m to 30 sq m, subject to the relevant conditions. Those additional five square metres can create considerably more scope when planning a multifunctional room.
A garden office could incorporate a separate seating area, while a studio, gym or hobby room can be designed with more storage and usable floor space. It also gives homeowners the freedom to create a room that can adapt to different uses over time.
What Budget 2027 Means for Modular Homes
This week’s Budget 2027 has brought further attention to modular garden accommodation and its potential role in providing additional housing options. Offering more support for homebuyers and homeowners, with Help-to-Buy increasing to €35,000 and Rent-a-Room Relief rising to €16,000, while also extending to qualifying newly installed 32–45sqm detached auxiliary dwellings.
Together with the recent planning changes, the Budget announcements make this a timely moment for homeowners to consider whether a modular dwelling could work for their property and circumstances.
